Okay, I’m not sure if you read the story or not but after you read the story it is pretty obvious.
These two guys kidnaps this boy, who calls himself Red Chief. The kidnappers want a ransom for the kid, hence the title. That’s what the story is based on.

It carries a double meaning. First it’s the introduction to the story. The two down on their luck criminals kidnap the son of a prominent doctor I believe. The kid who fancies himself as Red Chief, a indian chief-tan, vows no mercy for the white man. The kid is a holy terror, and in the end the kidnappers pay the dad to take the kid back. Thus the title also decribes the storys end.
